This weir has a brush leader which means that it was pre-1960 as almost every weir had been converted to net leaders after that. The “leader” is the straight wing that leads the fish from shore out to the round catching weir. On a dark night with no moon or lights the herring cannot see the brush woven into the leader poles and they offshore and follow along the “leader” fence and are “lead” into the catching part of the weir where they are “pounded” i.e. impounded.
