An aerial photograph shows the Portland Water District plant, built in 1928-1929 by the F. A. Rumery Company of Portland and designed by architects John Calvin Stevens and his son John Howard Stevens.

Previous to the completion of this building, the Portland Water District maintained its shop on Kennebec Street.
