The John Calvin Stevens-John Howard Stevens architectural firm of Portland drew plans for a variety of buildings at the proposed Passamaquoddy Bay Tidal Power Development.

Construction began on the depression-era project of the Federal Emergency Administration of Public Works by the Army Corps of Engineers in 1935. In August 1936, all work was halted as no further funds were allocated.
