The National Youth Administration was a part of the Works Progress Administration or WPA created by President Roosevelt's New Deal in the late 1930's to get the country back to work after the great depression.

The Aviation Mechanics Project was stared at the Houlton airport in the fall of 1939 to teach youths about aviation mechanics. It was moved in 1943 when one of the buildings burned. Most of these projects were given up when the war effort began in 1941.
