The European Relief Council (ERC) was dedicating to sending supplies to Europe to feed, clothe, and protect children affected by World War I. Future President Herbert Hoover was elected Chairman of the ERC in 1920, the year the council was formed.

The ERC was comprised of the American Friends Service Committee, American Red Cross, American Relief Administration, Federal Council of the Churches of Christ in America, Joint Distribution Committee, Knights of Columbus, National Catholic Welfare Council, Y.M.C.A, and the Y.W.C.A. It was specifically organized to coordinate relief to European children.

This certificate indicates that the Portland Ceramic Club donated $15 to the relief fund on February 1, 1921.
