Chelsea, on the east side of the Kennebec River, was the east section of Hallowell until 1850. Transportation between Hallowell and Chelsea was always a challenge and became more difficult when the Hallowell-Chelsea toll bridge was destroyed in the Flood of 1870. This photograph shows a cable-powered barge that was supposed to be replaced by a motor-driven one. The Kennebec River is tidal in Hallowell and comes under jurisdiction of the U. S. Coast Guard. Strict Coast Guard regulations caused the ferry operators to revert to a rowboat. Rowboat ferry service ended in the 1950s.
