This is the lower part of Joppa north of the generating station for the Augusta-Hallowell-Gardiner streetcar line. This section of the city flooded every year a spring freshet caused the Kennebec River to go above its banks.

In the mid 20th century, the State of Maine purchased and razed the residences from this point north to Masciadri Memorials in anticipation of widening Route #201 through Hallowell. The citizens of Hallowell stopped the project in 1975 and the area now includes a scenic turnoff and is part of the Augusta to Gardiner Rail Trail.
