Lucien Webster (captain at Fort Kent) erected this building in the context of the Aroostook War in 1841; serving as barracks, it was located on today's (2022) Pleasant Street. In 1857, the State of Maine sold the building to the Page family. In 1867, Major William Dickey bought the building. After his death in 1899, his son, Cyrus, turned the home into a hotel. The building burned down on May 25, 1928.

Major Dickey, a Democrat, served approximately twenty-five terms in the state assembly, representing a predominantly French and Catholic district.
