A worker for the Cumberland Shipbuilding Company sat under a "No loafing" sign at the Cumberland Shipyard in South Portland.

The Cumberland Shipbuilding Company was established in 1917. According to the book "Barrels and Daring" by Patrick C. Dowling (1977), Maine's shipbuilding industry had been dead for about fifty years at that point. Shipbuilders and materials were scarce. Many thought that it would be impossible to revitalize Portland's shipbuilding industry.
